1. Data controller

2. What we collect for the Telegram subscription

Your Telegram chat id, username and first name (where Telegram provides them), your language code, the categories and keywords you choose, your subscription status and plan, and a record of which notices were sent to you and when.

The record of sent notices exists so the same notice is not sent to you twice.

3. What we collect for a web account

Email address, name (if you give one), a cryptographic hash of your password (never the password itself), role and status, your company profile, and the documents you upload (certificates, catalogues, reference projects).

4. Cookies and tracking

There are no advertising cookies on this site, and we share nothing with ad networks.

Google Analytics (GA4, measurement ID G-8ZNP81RJMK) is used for aggregate visit statistics. It records which pages were opened, approximate geography and the referring source; your name, email and Telegram account are not sent to it.

A second visit counter, LiveInternet (counter.yadro.ru), is also used. It records the address and title of the page opened, the referring source and your screen size; your name, email and Telegram account are not sent to it.

Your browser stores exactly two values: the language you chose (bidradar.lang) and, if you have admin access, a 24-hour session token. Both stay in your browser.

5. Who we share data with

Telegram (Telegram Messenger Inc.) — to deliver the digest. The message text and your chat id are sent to Telegram.

OpenRouter — for AI analysis. The text of tender documents and, on the Pro plan, data drawn from your company profile are sent to model providers. No such transfer happens on the free plan.

Google (Google Ireland Limited) — for site statistics. Google Analytics receives the page address, approximate geography, browser and referring source. Your Telegram account and subscription data are not sent to it.

LiveInternet (counter.yadro.ru) — for site statistics. The page address, page title, referring source and screen size are sent to it. Your Telegram account and subscription data are not.

Our hosting provider — our servers are located in Germany.

We do not sell your data and do not share it for advertising.

6. Transfers outside Azerbaijan

Our servers are outside Azerbaijan, in Germany, and AI processing is performed by international providers through OpenRouter. By using the service you consent to your data being transferred in this way.

7. Retention

Subscription data is kept while the subscription is active. Sending /dayandir stops delivery; write to us if you want the data deleted entirely.

Tender notices are themselves public information and are not personal data; they remain in the archive.

8. Your rights

You have the right to obtain, correct or delete data about you. Write to info@smartsolutions.az. We act on a request once we have verified your identity.

9. Security

All traffic is encrypted with TLS, passwords are stored hashed, and access is restricted by role. No system is perfectly secure; we will inform affected users about serious incidents.

10. Children

The service is for business users and is not directed at anyone under 18.
