BidRadar watches public and corporate procurement in Azerbaijan and sends what matches your categories to Telegram. Below are the questions suppliers ask most.
Why it matters
I already check etender.gov.az. What does BidRadar add?
Two things: coverage and time.
Coverage — etender.gov.az is not the only source. Azercosmos, Azercosmos, Baku Metro, the Port of Baku, AzerGold, Azərpambıq, Təmiz Şəhər and seven banks — ABB, Rabitabank, Bank VTB, Yelo Bank, AccessBank, Unibank and AFB Bank — publish on their own sites, and the World Bank and EBRD run under donor rules, often on the largest contracts. We watch sixteen sources together.
Time — there are more than 800 notices open at once. Reading them daily by hand is somebody's job. We select the ones in your sector and send them, closing soonest first.
Which sources do you watch?
etender.gov.az, Azercosmos, Azercosmos, Baku Metro, the Port of Baku, AzerGold, Azərpambıq, Təmiz Şəhər, seven banks — ABB, Rabitabank, Bank VTB, Yelo Bank, AccessBank, Unibank and AFB Bank — the World Bank and the EBRD. Fourteen sources in all.
The home page shows the latest open notice from each source and how many are open there right now — live data, not samples.
Is this only state tenders, or the private sector too?
Both. The state portal — etender.gov.az — is the largest source, but it is one of sixteen.
The rest publish their procurement on their own sites: seven banks, Baku Metro, the Port of Baku, AzerGold, Azərpambıq and Təmiz Şəhər. As a rule those notices are not on the state portal — so a competitor who only watches etender.gov.az never sees them.
The World Bank and EBRD run under donor rules, and often carry the largest contracts of all.
You say you watch a source, but I see no notices from it. Why?
Because the home page shows OPEN notices only. If a source has nothing open right now we leave it out rather than pad the row — showing a closed tender as live would be worse than showing nothing.
Sources publish at very different rates. etender.gov.az has more than 800 notices open at once; the Port of Baku posts roughly one a month and Yelo Bank a few a year. Such a source can be quiet for weeks, and that is not a fault.
That is why the counter on the home page shows two numbers: sources with something open now, and sources we track at all.
Do you provide the tender documents — the terms, the RFP?
Where the source publishes documents, we keep the link to them alongside the notice. Bank VTB attaches files to nearly every notice, Yelo Bank to every tender, and the Port of Baku to every one of its notices.
In Telegram each notice carries a direct link to the source — the documents are there. We do not host the files or read them for you (see “What we do not do”).
Note: etender.gov.az publishes no documents with a notice at all. Documents are therefore a corporate-source thing.
How quickly do notices arrive?
It depends on the source. Corporate sites are checked every 6 hours, the international financial institutions every 12 hours.
etender.gov.az blocks our server, so notices from there are pushed in from a separate machine twice a day — morning and afternoon. We are working on making that more frequent.
On Gold you are alerted within about 15 minutes of a notice reaching US.
What are categories, and how many are there?
24 sectors, from IT and telecoms to construction, from medical equipment to design and technical expertise. You pick only yours.
Notices are sorted by the source's own classification code, by keywords in the title where there is no code, and with an AI where neither settles it.
Common objections
The best radar is a friend who runs the tender.
Agreed. On his tender he will give you what no service can.
The question is the rest of them. More than 800 notices are open right now, across hundreds of different buyers and sixteen sources. A friend covers one of them; BidRadar covers the others.
And ABB, Rabitabank and AzerGold publish their own procurement, while the World Bank and EBRD run under donor rules — a different game entirely.
A friend tells you about one tender. The radar shows which of the rest are worth your time. Finding out costs nothing.
Every tender is decided in advance. What is the point?
We will not argue about the market as a whole. Look at what can be checked.
By law an open tender cannot conclude if fewer than three qualified suppliers bid (article 36.1.1). If a contract had someone lined up, three bids would have been found.
Tenders cancelled under exactly that article and re-advertised at the same price are currently 18% of open notices — measured across 400 open tenders. We mark them with 🔁 — on every plan, free included.
We do not claim the market is perfect. We show you where it is open.
I already get everything in a WhatsApp group.
Keep getting it — the two do not conflict. A group just has three properties.
It is somebody else's selection. You receive what the group's admin found interesting, not what fits you. Narrow niches almost never appear.
It is late. By the time a link reaches you, part of the window is gone. On Gold the alert arrives about 15 minutes after a notice reaches us.
And nobody there tracks deadlines: no reminder three days out, and no word that a notice is a re-tender.
A group is people. BidRadar is 24 categories, sixteen sources and 800-plus open notices, ordered by your deadlines.
The information is public. I will look myself — why pay?
Completely public. We do not sell secret data and have never claimed to — every notice carries a direct link to the source, and the binding text is the one there.
You are not paying for the data. You are paying not to open ten sites every morning. Over 800 notices are open, deadlines move, terms are amended.
Price your own time: 20 minutes a day is about 7 hours a month. At any specialist's salary that costs more than 49 AZN.
You do not have to take our word for it: the weekly digest is free, with no card and no signup.
Honestly: if you bid twice a year in one narrow category, the free plan is enough for you. We will say so.
We work with one buyer and that is enough.
Then you already know the risk. The day that buyer's budget shifts or the person in procurement changes, you will not have a single fallback bid in hand.
Finding out what else exists in your category costs nothing. Open the home page, find your sector and look at the number beside it — those are notices open now.
You do not need to change strategy. Seeing what is happening around you once a week is enough.
The cheapest bid wins anyway. We cannot work at a loss.
Price often decides, but not always: there are qualification requirements, delivery times, warranty and experience — a bid that fails on formalities never reaches the price comparison at all.
What matters more is where you compete. A tender that drew fewer than three bids is cancelled and re-advertised at the same starting price — there was no downward pressure there at all. We mark those with 🔁.
The point is not to bid on everything. It is to choose where your odds are better, and to have time to prepare documents rather than send them on the last day.

Is the free plan really free?
Yes. No card, no trial period, no obligation to upgrade. You join on Telegram in one tap.
You should not have to pay to find out a tender exists. You pay to hear about it sooner and to cover more ground.
What exactly do I get for free?
A digest once a week — Thursday at 08:00 — for one category. Each digest carries the 8 notices closing soonest: title, buyer, value, deadline and a direct link to the source.
Plus the re-tender flag, which is on every plan (see below).
Do I need to register, or set a password or email?
No. No signup, no password, no email. Your Telegram account is enough.
All we store is your Telegram chat id and the categories you chose. See the Privacy policy for details.
How do I stop?
Send /dayandir to the bot. It stops immediately, and no explanation is asked for.
If you change your mind, /start brings you back with the same categories.
What does the re-tender flag mean?
Under Azerbaijani law an open tender needs at least three qualified suppliers to bid before it can conclude. When fewer do, the competition is cancelled and the buyer republishes the same contract at the same price.
We mark those notices with 🔁 and, where the source states it, the reason. What it means for you is simple: fewer than three companies bid on this contract last time. Competition is thin.
The flag is on every plan, free included. Roughly one open notice in six carries it.
Silver — 49 AZN a month
What does Silver add?
Two digests a week (Monday and Thursday), up to 5 categories, and 25 notices per digest instead of 8.
Plus two more things: keyword alerts and a deadline reminder.
How do keyword alerts work?
You set your own words — a brand name, an equipment type, a buyer's name. A notice containing that word reaches you whatever category it sits in.
Note that a keyword WIDENS your selection rather than narrowing it. You get your 5 categories, plus anything matching your keyword outside them.
What is the deadline reminder?
On Silver and Gold, saved tenders get a reminder within three days of closing.
Use Save in a digest, then My tenders to view or remove it. Removing it stops future reminders. Saving is free on every plan.
Who is Silver for?
Companies working across several sectors that bid regularly. One contract not missed in a month is worth more than 49 manats.
Gold — 99 AZN a month
What does Gold add?
A digest every day, no category limit, and no limit on notices per digest — everything that matches.
Above all, the instant alert: a message the moment a matching notice enters the system, without waiting for the next digest.
How instant is instant?
About 15 minutes after the notice reaches our system, without waiting for the next digest. The gap from publication at the source itself depends on the refresh interval above.
In practice that is a difference of hours or days — exactly the time needed to prepare documents, ask questions and get quotes.
Who is Gold for?
Companies that need preparation time and bid across several sectors at once. Especially on large contracts: the longer the preparation, the more early notice is worth.
Paying and changing plan
How do I pay?
Payment is not automated on the site yet. Message us on Telegram and we activate the plan for a month.
There is no auto-renewal: at the end of the month the plan returns to free, and you extend it if you want to.
Can I change or cancel my plan?
Yes, at any time. Because the subscription does not renew automatically, cancelling takes no action at all — simply do not extend.
When a plan ends, your categories and keywords are not deleted. Come back and everything is where you left it.
What we do not do
Do you prepare or submit a bid for me?
No. We do not log in to the portal on your behalf, upload documents or submit bids. BidRadar is a monitoring service.
Do you read the tender documents and tell me whether I qualify?
No, not today. We tell you which tenders exist, when they close, and which have been re-advertised. Reading the documents and making the decision is your work.
We say so plainly because some competitors promise it. We do not sell what we cannot deliver.
Is your data official?
No. We collect public sources and give a direct link on every notice. The official and legally binding text is always the one at the source.
Always check the notice and its terms at the source before bidding.
Do you show which tenders my competitors win?
No. The state portal has not updated award data since late 2024, so offering that as a service would be misleading.
